Sanctions & Export Compliance Policy

Sanctions screening and export-control obligations.

1. Purpose

Haruspex (“Haruspex”, “we”, “our”, or “us”) is committed to complying with applicable economic sanctions, trade restrictions, and export control laws that govern the provision of digital services.

This Sanctions & Export Compliance Policy explains:

  • who may use our services;
  • the jurisdictions in which our services are unavailable;
  • how we screen for restricted users;
  • our rights to suspend or terminate accounts for compliance reasons.

This policy forms part of the Haruspex Terms of Service.

2. Restricted Jurisdictions

Haruspex does not intentionally offer its services to persons or organizations located in jurisdictions that are subject to comprehensive international sanctions or trade embargoes where providing the service would be unlawful.

Users may not access or use Haruspex if they are:

  • located in a comprehensively sanctioned jurisdiction;
  • ordinarily resident in a comprehensively sanctioned jurisdiction;
  • acting on behalf of a sanctioned government;
  • owned or controlled by sanctioned persons.

Haruspex may update the list of restricted jurisdictions at any time as international regulations evolve.

3. Countries Currently Not Supported

At the present time, Haruspex does not offer services to users located in:

  • the United States;
  • member states of the European Union;
  • Israel; or
  • any additional jurisdictions designated by Haruspex for legal, regulatory, commercial, or security reasons.

Access attempts originating from unsupported jurisdictions may be blocked automatically.

4. Sanctioned Persons

The platform may not be used by any individual or organization that is:

  • subject to applicable sanctions;
  • listed on governmental sanctions lists;
  • owned or controlled by sanctioned persons;
  • acting on behalf of sanctioned entities.

This restriction applies regardless of the user’s physical location.

5. Export Control Compliance

Certain technologies, including artificial intelligence software and analytical platforms, may be subject to export control regulations in various jurisdictions.

Haruspex reserves the right to:

  • restrict access where required by law;
  • prevent exports of software or technology where prohibited;
  • deny access to regulated technologies;
  • suspend accounts pending compliance review.

6. User Representations

By using Haruspex, you represent and warrant that:

  • you are not located in a prohibited jurisdiction;
  • you are not a sanctioned individual or entity;
  • you are not acting for a sanctioned person;
  • your use of the platform does not violate applicable export or sanctions laws.

Providing false information regarding your location or eligibility constitutes a material breach of the Terms of Service.

7. Compliance Screening

Haruspex may perform reasonable compliance checks including:

  • IP geolocation;
  • VPN and proxy detection;
  • account risk analysis;
  • abuse detection;
  • fraud prevention;
  • sanctions screening where appropriate.

These checks help ensure legal compliance and platform security.

8. Circumvention Prohibited

Users may not attempt to circumvent geographic or legal restrictions by:

  • using VPN services;
  • using proxy servers;
  • routing traffic through third parties;
  • creating accounts on behalf of restricted users;
  • providing false residency information;
  • concealing their identity or location.

Attempts to evade restrictions may result in immediate suspension or permanent account termination.

9. Business Customers

Organizations using Haruspex represent that they:

  • are not owned or controlled by sanctioned parties;
  • do not provide Haruspex access to prohibited persons;
  • will not use Haruspex in violation of export control laws;
  • will maintain their own compliance procedures where applicable.

10. Suspension or Termination

Haruspex may suspend or permanently terminate accounts where it reasonably believes that:

  • sanctions laws may prohibit continued service;
  • export control regulations may apply;
  • false eligibility information has been provided;
  • the account poses a regulatory or legal risk.

Suspension may occur without prior notice where required for legal compliance.

11. Government Requests

Haruspex may cooperate with lawful requests from competent governmental authorities where required by applicable law.

Nothing in this policy obligates Haruspex to provide services where doing so would violate sanctions or export regulations.

12. Policy Updates

International sanctions and export control regulations change frequently.

Haruspex may amend this policy at any time to reflect:

  • new legal requirements;
  • changes in supported jurisdictions;
  • evolving compliance obligations;
  • operational changes to the platform.

Continued use of the Services following publication of an updated policy constitutes acceptance of the revised version.
